What is the Art in State Buildings Program?

Art In State

The Art in State Buildings Program was established in 1979 by the Florida Legislature. It requires that each appropriation for construction of a new state building with public access will include an amount for acquiring artwork for permanent display.

This amount cannot be more than half of one percent (.5%) of the total appropriation or $100,000(whichever is less). See the enabling legislation, Section 255.043, Florida Statutes for details.

The ASB statute applies only to buildings that provide "public access." Those facilities that members of the public would not normally visit, such as maintenance sheds, laboratories, secure areas or prisons, are not considered eligible for this program.

This permanent art collection owned by the citizens of Florida has an amazing variety of artworks. These works, both interior and exterior, grace the many different buildings that are used by state agencies and on state university campuses. Art and design are vital to construction projects - we can be proud that Florida law recognizes the value and benefits of providing public art.

About

Projects fall into three categories according to the size of the project's art allocation. These categories determine the number of committee members required and the methods of solicitation and selection of artists. If the committee determines that it needs additional technical expertise, it may add up to three non-voting committee members to the Local Art Selection Committee.

Methods of Solicitation and Selection:
Based on consultation with the Visual Arts Representative(s), the committee recommends artists to be contacted by the Designated Program Administrator to submit slides for initial review. The committee is authorized to solicit more artists by using the Division's public art mailing list, by using any other artist mailing list or by advertising the project.

I.  Direct Selection ($1,000-$10,000)
Committee:
Florida Arts Council Representative (non-voting)
Designated Program Administrator (non-voting)
User Agency Representative (voting)
Occupant Representative (voting)
Visual Arts Representative (voting)

The committee may commission work specifically for the project or they may decide to purchase existing works of art or they may do both.

II.  Invitational ($10,001-$30,000)
Committee:
Florida Arts Council Representative (non-voting)
Designated Program Administrator (non-voting)
User Agency Representative (voting)
Occupant Representative (voting)
Architect (voting)
2 Visual Arts Representatives (voting)
Project Director (non-voting)

After review of the initial entries, the committee may decide to purchase existing works of art or they may select finalists who will be requested to make presentations or site-specific proposals or they may do both. Once the committee decides whether presentations or site-specific proposals are to be requested, that decision applies to all finalists for the project.

III.  Open Competition ($30,001-$100,000)
Committee:
Florida Arts Council Representative (non-voting)
Designated Program Administrator (non-voting)
User Agency Representative (voting)
Occupant Representative (voting)
Architect (voting)
2 Visual Arts Representatives (voting)
Project Director (non-voting)

After review of the initial entries, the committee selects at least three artists who will be requested to make presentations or site-specific proposals. Once the committee decides whether presentations or site-specific proposals are to be requested, that decision applies to all finalists for the project.

*If a committee has found one artist for whom they feel overwhelmingly strong, it is allowed to choose that artist as the singular finalist.

Artist Criteria

Artists must meet at least two of the following criteria to have their submissions presented to the local art selection committee. This ensures that artists have achieved a level of expertise and recognition in their profession.

  1. The artist has completed other public commissions on a similar scale.
  2. The artist has received awards, grants, or fellowships.
  3. The artist's works are included in public, private, corporate, or museum collections.
  4. The artist has participated in exhibitions at major museums or galleries.

The ASB administrator reviews submissions and notify any artists that don't meet the criteria.

Committee members are ineligible to submit their own artworks for consideration and must abide by Section 112.3143, Florida Statutes, Voting Conflicts

Materials

Our program reserves the right to retain any and all submitted materials for which honoraria have been awarded. Normally, our Calls to Artists will specify whether or not the committee has voted to award honoraria for proposals submitted by finalists. The State Guide says this:

"Agencies purchasing presentations or proposals will retain ownership rights for all original presentation or proposal materials and artists should not expect the return of those materials. Agencies that do not purchase presentations or proposals will not retain these rights. An agency which has purchased presentations or proposals may reserve the right to return the proposal materials after use, retaining only photographic documentation of materials. In this case, artists should include postage for the return of their materials."

Slides will only be returned after the selection process has been completed and only if sufficient postage and a self-addressed package have been provided by the artist.
CDs with digital images will be discarded and will not be returned to the artist.

Requirements

Participating artists must have a certain level of expertise and recognition in their field. Artists may enter multiple projects but because each project has its own art selection committee, the artist must send a separate entry for each project.

Resumes should illustrate that the artist has met at least two (2) of the following criteria:

  • the artist has completed public commissions similar in budget to the proposed project;
  • the artist's works are included in major public, private, corporate or museum collections;
  • the artist has received awards, grants or fellowships;
  • the artist has had a one-person exhibition in a museum within the past five years.

If you meet two (2) of these requirements, please adhere to the following general guidelines including any specific information required for a project.

Required material

Statement    - A paragraph that explains why your artwork is perfect for this project and how the submitted images relate to the project requirements. This should not yet be a site-specific proposal.
Resume    - A current professional resume, emphasizing public art experience, public collections and public commissions.
ID Sheet    - Image identification page(s) that provides for each submitted image:
          Image number
          Thumbnail image of the work
          Title of work
          Medium
          Dimensions
          Date of work
Price of work or amount of commission
The ID Sheet must be headed with the specific project number and name, and the artist's name, address, phone number and email address.
Images    - 5 – 20 digital images on CD.
The first five images on CD will be seen in the initial blind review. Don't forget to provide the committee with details/close-ups of large or complex artworks.

Tips for CD submittal:

  1. CD must be in a protective case and be clearly labeled with artist’s name and the project name.
  2.  Each image file should be named with the artist's last name, image number on ID Sheet, and artwork title (use representative words of a long title). If the image is a detail, please indicate that as well.
  3. When naming the file, please avoid the following characters: / \ " ' * ; - ? [ ] ( ) ~ ! $ { } < > # @ & |
  4. Images should be in .JPG format with a minimum resolution of approximately 800x600 pixels (higher resolutions like 1900x1500 pixels provide sharper projected images)
  5. CDs should be formatted for the MS Windows environment only.
  6. Artwork with sound or motion may be submitted as short MP3s.

We do not accept Powerpoint presentations or digitally watermarked images. Images should not have the name of the artist added to them digitally. Any image which emphasizes the artist’s name, will not be presented to the committee. The original signature on the work of art is acceptable.

Other Tips for Submission:
    -  Prices for existing works must include delivery or shipping costs and works must be framed or ready to install. The committees have no “extra” funds for framing or shipping.
    - It is important to include the prices of your work, even if the budgets are of commission projects. If committees are unable to determine if a particular kind of art work is within their budget, they tend to bypass that artist.
    - Be sure to indicate on your Image ID Sheet which art works are currently available for purchase.
    - Use a large font on your Image ID Sheet and provide a thumnail image that is large enough to see.  Remember, we are looking at application materials in the dark. For the same reason do not use dark or colored paper.
    - Do not send your Statement, Resume, and Image Sheet in notebooks (ring binders), cardboard folders or plastic sheet protectors. A case is requested for CDs only.
    - CDs will be discarded so a SASE is not necessary.
